First time I'm encountering this format. How does one get a Page, I wonder? What evidence of celebrity does one have to present ot Facebook IT to justify getting a set-up with "fans" instead of "friends"?

None at all, to the best of my knowledge. I set up a spurious fan page for a deceased but well-known celebrity and Facebook didn't care.

This is only a quite educated guess, but I don't think Stephen's "Page" is real, for various reasons.

Stephen Does have a real page, i think.
but to my knowlage he blocked it off from too many friend requests (or something like that) so; i think it might have been him but there is a fan page.
thats as much as i know because i don't have face book ]=

Stephen has a real profile, but as I say, I think he doesn't have a real page. There is a difference.

I want to set up a page for some nonexistent celebrity. Like Hodja Nasreddin, who buried some gold coins around a fake shrine to a supposed saint and watched the worshippers pour in with praises and supplications. Hm.

I think a large number of Turkish people will tell you that Nasreddin actually existed. Not that I'm saying I know they're right, but there you go.

Stephen's profile will have uber security settings on it because he got too many friend requests so he set up the Friendship proxy group. Now there's also a Stephen Fry fan page but who set that up I have no idea. It could've been anyone.

Assuming direct control...

Mr. Fry's public Facebook account is apparently no longer public. It is/was owned by him and updated as well, although he is no longer accepting friends as an article was run in a UK paper about his account at which point the messages and friends requests became overwhelming. You can however join Mr. Fry's friendship proxy group here.

You may also wish to join the Stephen Fry Society for Rejected Friends which Mr. Fry himself has actually joined.

There is a second super sekrit personal Facebook account maintained by Mr. Fry which he presumably uses to keep in contact with people he actually knows. How rude!

Oh? Then he's got and slapped security settings up on it. Only people friended to him can see it. I'll remove the link then.
