I'm in a kind of a dilemma as I always have scruples to follow somebody without knowing whether it's ok for him/her or not: I know the other one always has the possibilty to block but my serious, genuine question is:

Do you follow without asking? Or do you always wait for the first step from your 'counterpart'? Or how do you handle this matter?

I just follow anyone and everyone, I'm easy
Generally aslong as people can tell you're not one of those scammers (You can tell, they'll be following thousands of people and will have no one following them and they will have only said one thing!) or a Br!tney video then they'll be fine, you can always message them first if you're not at ease with just random adding

I am pretty picky about who I follow and who follows me. If someone has done something to catch my attention, and I look through their page and decide they are interesting, I will follow them without saying anything to them. If they have a lot of followers they obviously won't care, if they only have a few they will notice right away and either contact me, block me, or just accept it. Let me tell you that I have never had anyone either block me or message me after I started following them. They usually just accept the follow and go on as usual.

That's an absorbing question. There are two kinds of people with different followers attitudes:
The first one follows everything and everyone without asking, knowing, reading anything or even posting anything. I call them "follower-gatherer".

I had one follower-gatherer following me once. So I went on his site to see if it's interesting to follow him. But he made only 4 updates so far but had over 600 accounts he followed. Strange, because he sees ALL updates of ALL accounts he's following.

I'm following 11 accounts right now and it's getting a bit much lately. I tried to be a follower-gatherer once but having to face 300 updates per day and only 20 of them show on one page was way too much for me so I unfollowed most newpapers I was following.

If you don't want people to follow you, which means you don't want them to read your updates just protect your profile. It's a button in "profile" or "settings". With this button turned on only people who you also follow can read your updates.

The second type of twitterer is the interested one. She/He wants to read her/his followers updates. (Which doesn't implies he can manage to do as he wishes eg. Stephen Fry.) She/He follows only people who seem interesting to her/him.

From time to time I just ask my new followers why they follow me. One said he mistook me for another Antonia (And I thought I was the only one in the world! *sobsob*) But some don't respond.

Just do as you think it's right. As long as people don't protect their updates they are free to read for everyone. And with that also free for everyone to follow.

I follow without asking. I follow a lot of scientists, writers, and journalists because they tend to tweet links to interesting blogs and articles. there have been a few times I have followed people because I noticed that they showed up talking about subjects interesting me time and time again in my twitter searches. (like, one person I follow kept talking about my favorite podcast, and also seems to enjoy QI. I didn't know who she was but I noticed the common interests so I followed her.)

Lately I've been getting a lot of girls, and some guys, with pornographic avatars following me, and blocking has become a pain in my butt. Not sure what that's all about.

I only follow people I know and who I'm really interested in. Though, I hesitate sometimes aswell. Even to follow Stephen Fry took me a while. Don't ask why, I have absolutely no clue (maybe it's just shyness? ) .
But I'm not constantly searching for new people. That's why there's only a bunch of them I follow at the moment. Anyway, if I really want to follow them I just do so, without asking. After all, they can all protect their profile to keep me away or just block me. That would definately be a clear answer, without fail.

I follow everyone!
I'm following Edgar Allen Poe, Stephen Fry and Bill Bailey.
I'm being followed by "Britney Fu*ked Videos" or somewhat to that effect.

It made my day when I checked my E-Mails and say "Hugh Laurie's Beard is Following you!" and it took me a while to realise it was from Twitter! XD

I've blocked 12 in the last 4 days
It's highly inappropriate if nothing else

Thanks a lot for all your comments! It'is really helpful. Strange thing is that I never have any problems following anyone who can be described as a kind of information source (as exoskeleton said - e.g. newspapers etc.) or any person who has such a lot of followers that one more or less doesn't count.

Regarding the other persons I think I will heed your advice (Break.My.Fall, AntoniaK). Will put in mind all you mentioned (Ginj, Help, Tobias Monk). Spitfire, I see I also should not underestimate the funny aspect

So, I come to the following conclusion: I will knock at some of your Twitter doors! Don't be surprised
